Born in August 1956, started to work in December 1974 and joined the Communist Party of China in September 1977. Graduated from Zhejiang Provincial Party School with a major in economics and got a master's degree. Member of the 7th Advisory Committee of Zhejiang Provincial Government.
Mr. Liu was director of the Standing Committee and Proposal Committee of Zhejiang province.
